The order was determined based on the Power percentage of the Pokemon using their primary moveset. The Power percentage was then converted to a percentage based on the top dueler (Blissey with Pound/Hyper Beam).
This graphic shows the 26 top damage per second outputs of all Pokemon in Pokemon Go. The main difference between this and the time chart is that this chart is looking at flat damage output whereas the time chart takes efficiency and the defender’s health into account. The order was determined based on the highest damage dealt by the Pokemon with their primary moveset averaged to one second. The values are the average damage dealt in one second.
This final graphic shows the 26 top Pokemon for the defense of a gym based on Power percentage in Pokemon Go. The power percentage is based on how often the defender will win a match-up against their 5 worst match-ups. The order was determined based on the Power percentage of the Pokemon using their primary moveset. The Power percentage was then converted to a percentage based on the top defender (Blissey with Zen Headbutt/Hyper Beam).
